SERIOUS INJURY TRAFFIC CRASH - HIGHWAY 140 NEAR FISH LAKE

A Klamath Falls woman received non-life threatening injuries Wednesday afternoon when she reportedly fell asleep while driving and lost control of her sport utility vehicle on Highway 140 near Fish Lake in southern Oregon.

According to Oregon State Police (OSP) Senior Trooper Pam Gaither, on April 29, 2009 at approximately 12:07 p.m. a 1999 Honda CRV driven by THERESA LYNN CARRIGAN, age 46, from Klamath Falls, was eastbound on Highway 140 near milepost 30 when she reportedly fell asleep. Her vehicle drifted across the westbound lane and onto the gravel shoulder where she awoke.

CARRIGAN tried to steer right back to the road, over-corrected and lost control. The Honda traveled back onto the westbound shoulder and up an embankment where it rolled about three times, coming to rest in the westbound lane on its side.

CARRIGAN was trapped in her vehicle and extricated by personnel from Lake Creek Fire & Rescue. She was transported by Mercy Flights helicopter to Rogue Valley Medical Center with non-life threatening injuries.

Highway 140 was closed about 30 minutes for helicopter response. ODOT was on scene handling traffic control duties.

OSP was assisted at the scene by Jackson County Sheriff's Office and the other previously mentioned agencies.

On Tuesday, April 14, 2009 at 3:08 PM the above pictured suspect entered the Liberty Bank located at
590 Union Ave, Grants Pass, Oregon. The suspect did not display a handgun. No citizens or employees were injured.

The suspect fled the bank on foot towards Redwood Hwy with an undisclosed amount of US currency.

DETAILS:
On April 14, 2009 at 3:08 p.m. the Grants Pass Department of Public Safety Officers responded to a call from Liberty Bank on Union Avenue in Grants Pass of a reported bank robbery. A male subject entered the bank and demanded cash. The subject didn't display any type of weapon and no one was injured in the incident. The male subject was last seen northbound from the bank on foot with an undisclosed amount of cash.

At the time of this press release the suspect has not been identified. Attached are photos taken from the robbery. OSP Traffic Stop Unexpectedly Leads to Generous Donation to Local Food Bank

A speed-related traffic stop Saturday morning east of The Dalles unexpectedly will help several local needy families because of a generous offer by the commercial truck driver to donate approximately 450 lbs. of pork loin that he needed to dispose of before it went to waste.

On April 11, 2009 at 8:15 a.m. Oregon State Police Senior Trooper Thad Routson and Recruit Trooper Matt Zistel stopped a commercial truck for a speed violation eastbound on Interstate 84 about seven miles east of The Dalles. The two troopers, who are based out of The Dalles Area Command office, completed a commercial truck inspection and warned the driver for speeding. The driver then told them that he had five boxes of pork loin that he needed to dispose of before picking up his next load. The boxes contained meat that had been damaged during unloading and the company he was delivering to refused to take the product.

Senior Trooper Routson contacted Windy River Gleaners in The Dalles to determine if there was a local need for the meat. The owner of Larry Beckett Trucking out of Wiley, Colorado was also contacted and gave his permission to donate the meat to a local food bank.

A driver from Windy River Gleaners responded to the location and took possession of the product. According to Marion Shrader of Windy River Gleaners, the 450 pounds of pork loin has already been packaged for disbursement to local needy families.

Reaching for a Breakfast burrito' was blamed by a commercial truck driver as the reason for losing control on Interstate 5 south of Wolf Creek and overturning, spilling a load of joists across the freeway.

According to Oregon State Police Senior Trooper Ken Snook, on April 6, 2009 at approximately 11:26 a.m. a 2003 Kenworth truck pulling a trailer loaded with 60-foot "BCI Joists" operated by BRADLEY LAVERN RUONAVAARA, age 62, from Murphy, Oregon was northbound on Interstate 5 near milepost 74 entering a right curve. RUONAVAARA reportedly reached down for a 礎reakfast burrito' and drifted toward the center line. He tried to correct his line of travel and lost control, causing the load to shift and the truck and trailer to overturn.

The overturned truck came to rest across the right northbound lane and shoulder. The overturned trailer and spilled load blocked both northbound lanes and the southbound lanes.

With the help of several citizens, the southbound lanes were cleared of debris to allow for the lanes to be re-opened.

The northbound lanes were closed intermittently throughout the afternoon for recovery efforts.

RUONAVAARA was transported by Rural Metro ambulance to Three Rivers Community Hospital for treatment of non-life threatening injuries. He was cited by Oregon State Police for Violation of the Basic Rule.

ODOT, Wolf Creek Fire Department and Caveman Towing responded and assisted at the scene.

FATAL TRAFFIC CRASH - HIGHWAY 99 NORTH OF ROGUE RIVER

One person died Saturday evening after a two-vehicle head-on crash on Rogue River Highway (Highway 99) about four miles north of Rogue River.

On April 4, 2009 at approximately 6:01 p.m., a 2006 Kia Sportage driven by IVAN R. BOWMAN, age 69, from Grants Pass, was northbound on Rogue River Highway near mile post 6 when it veered across the centerline and collided head-on with a 1999 Suzuki motorcycle operated by KYLE W. WILLIAMS, age 24, from Rogue River, head-on.

BOWMAN did not receive any injuries that required treatment away from the scene.

WILLIAMS was wearing a safety helmet and was transported by Rogue River Ambulance to Rogue Valley Medical Center in Medford. He reportedly died of injuries sustained in the crash after arriving at the hospital.

Oregon State Police troopers from the Central Point Area Command office and Grants Pass worksite are completing their investigation.

OSP troopers were assisted at the scene by ODOT, Jackson County District Attorney's Office, Jackson County Medical Examiner's Office and the Rogue River Fire District.

Fatal Hit Run Crash I 5

Oregon State Police is asking for the public's help to identify the vehicle and driver involved in an apparent fatal hit and run crash overnight that resulted in the death of an adult male northbound on Interstate 5 north of Grants Pass.  The victim, who is believed to be a transient, has been identified and his name will be released pending next of kin notification.

On April 2, 2009 at approximately 7:00 a.m. OSP and local emergency responders were notified of an injured or deceased adult male on the northbound shoulder of Interstate 5 near the Manzanita Rest Area at milepost 62.  Troopers and medical personnel responded and found a deceased male who appeared to have been struck by an unknown vehicle.
A turn signal indicator lens found at the scene is confirmed to have come from an unknown color 1995 to 2006 Freightliner truck, either the Argosy or Century model.  Investigators are trying to determine the truck's exact model year.  There should be right front end damage to the involved truck including a missing turn signal indicator.

Troopers and detectives interviewed individuals staying at a nearby homeless camp who reported hearing something getting struck by a passing vehicle at about 10:00 p.m. Wednesday night.   They thought a deer that had been struck.

Anyone with information regarding this investigation to help identify the involved vehicle and driver is asked to call OSP Southern Command Center dispatch at (541) 776-6111.

Parkway Public Safety Center : Now Open

The Grants Pass Department of Public Safety is pleased to announce the opening of the new Parkway Public Safety Center, 600 E. Park Street. The Parkway station became operational on March 20, 2009, when police officers and firefighters began responding from the new location.

The Redwood Public Safety Station, which opened October 10, 2008, has been a tremendous benefit to residents in south Grants Pass. In fact, in the short time since it first opened, our firefighters have responded to over 250 calls for service in that district. Additionally, residents have realized improved police response from officers working from the Redwood station.

Bond Measure

In 2006, city residents approved a bond measure to construct two new stations, purchase three pumpers and replace the condemned training tower at the Hillcrest Station. The original bond measure was approved with an estimated tax rate of $.53/$1,000. However, City Administration and Finance Staff worked diligently to ensure the City received an excellent bond rating, which resulted in a lower interest rate and cost savings to the City. The actual tax rate came in lower at a rate of .5196/$1,000. The debt service repayment schedule was also planned so that beginning in assessment year 2009, the rate drops from $.51/$1,000 to $.41/$1,000, with the rate remaining close to $.40/$1,000 until the debt is retired. We are pleased to report that we continue to track under budget with regard to the bond project.

Parkway Public Safety Center - Now Open

The new Parkway Public Safety Center serves as a key response station for police and fire to areas of both east and south Grants Pass, as well as our commercial and business area. The facility is the primary point of deployment for approximately half of the city police officers assigned to uniformed patrol. In addition to firefighters and police officers, the city fire prevention bureau is now operating from the facility. Some final construction work is expected to continue for the next month and additional emergency equipment will be transferred in the next few weeks. A formal community open house is planned for early summer

NEW :OSP Crime Scene Response Vehicle's

Oregon State Police (OSP) forensic scientists work got a much-needed boost with the addition of three vehicles specifically designed to meet the unique needs of crime scene response work around the State.

The OSP Forensic Services Division replaced outdated crime scene response vehicles in Clackamas, Bend and Central Point with three specially designed vehicles equipped to handle major crime scenes any where around the state.  Production of the new Crime Scene Response Vehicles began in December 2007 and they were delivered one year later.  In addition to the special interior and exterior equipment, these vehicles are more fuel efficient with the newest diesel engine featuring the cleanest emissions ever and the ability to respond nearly anywhere in the State on a single tank of fuel.

"These new crime scene response vehicles serve as our ‘crime lab on wheels' and allows forensic scientists to work with investigators under the extremist conditions.  As the sole-service provider for many forensic services, we can now quickly respond to any type of forensic request ranging from the recovery of a buried body, the collection of latent prints, or to take trajectory measurements at a shooting reconstruction scene," said Captain Randy Wampler, Director of the OSP Forensic Services Division.

Two days after receiving the first new Crime Scene Response Vehicle, OSP forensic scientists responded to help during the multi-agency investigation into the Woodburn bank bombing incident that claimed the life of OSP Senior Trooper Bill Hakim and Woodburn Police Captain Tom Tennant, and critically injured Woodburn Police Chief Scott Russell.  Forensic scientists and detectives not only faced a challenging investigation, but it was done during the first couple days in a winter storm that in the past would have caused significant problems for crime scene investigators.

"If we would have responded to this tragic incident with our old vehicles we would have been challenged to find a clean, dry climate controlled environment to perform sensitive onsite testing at this major crime scene," said Wampler.

Some of the new Crime Scene Response Vehicle's features include:

* Each vehicle is based on a 2008 Ford 4x4 F350 chassis with the Powerstroke diesel engine and ambulance prep package.
* An on-board 6,000 watt generator with extended run time.  This high-capacity power source is capable of providing all electrical needs during crime scene processing including electrical analytical equipment, computers and scene lighting.
* Two telescoping 750 watt halogen floodlights.
* Interior features designed to allow for clean wash down and decontamination following exposure/use at a biologically contaminated scene (i.e. bloody crime scene).
* An examination table and interior storage.
* Three large exterior compartments allowing for the storage and pre-staging of crime scene processing equipment.
* Radios providing communication with investigators.

The three vehicles replaced smaller 1995 Ford Ranger pickups staged at OSP crime labs in Clackamas, Bend, and Central Point.  Once fully equipped, each Crime Scene Response Vehicle cost approximately $120,000.

FALSE AMBER ALERT TEXT MESSAGES

Oregon State Police has received some reports of a false Amber Alert being received by some people as a text message on their cell phones. Today's message is like to those reported in April and July of 2008 and is similar to a hoax text message reported in Utah today.  There are no active Amber Alerts in Oregon at this time.

Earlier today, information was received from the U.S. Justice Department advising about a text message being received on cell phones with an alarming message about a 7-year old kidnapped girl in a silver vehicle displaying unknown state license plate 72B381.  The earlier information indicated it may have been either out of Arizona or Idaho Falls, Idaho.  Law enforcement was contacted in both states confirming they did not have active AMBER Alerts.  The National Center for Missing and Exploited Children was also contacted and they were not aware of any active AMBER Alerts.  The message appears to be a hoax

COUGAR IN DOWNTOWN ASHLAND Oregon

A treed cougar found Saturday morning was shot and killed by police because of the public safety concern it posed in a busy area of downtown Ashland.

According to Oregon State Police (OSP) Sergeant Kirk Meyer, on February 7, 2009 at about 8:45 a.m. OSP troopers from the Fish and Wildlife Division were called to assist Ashland police regarding a report of a cougar in a tree in downtown Ashland.  Troopers arrived and contacted Ashland police officers on scene where a cougar weighing approximately 76 pounds was about 20 feet up a tree near Ashland Street and Clay Street.

This is a busy part of town with city streets and a mobile home park next to the tree where the cougar was.  There were also other houses and businesses in the general area.

Personnel from Oregon Department of Fish & Wildlife (ODFW) joined OSP and Ashland police.  The area was cordoned off and a few nearby homes evacuated.  The cougar's presence in broad daylight put the public at risk and it was shot to safely remove it from the area.

The incident ended about 10:40 a.m.  The dead cougar was taken to ODFW for further examination.

The Wireless Telecommunications Bureau reminds users of emergency locator

 transmitters used on aircraft (ELTs), and emergency position-indicating radio beacons used on ships (EPIRBs), that such beacons operating on frequency 121.5 MHz will no longer be “heard” by search and rescue satellites as of February 1, 2009. This change results from decision by the international organization overseeing the satellite-based search and rescue system - COSPAS/SARSAT1 - that it will terminate satellite processing of distress signals from 121.5 MHz ELTs and EPIRBs as of that date. Consequently, users of ELTs and EPIRBs that send distress alerts on 121.5 MHz therefore must switch to beacons that operate at 406.0- 406.1 MHz (406 MHz) if the alerts are to be detected and relayed via satellite.

New State Fire Marshal

Randy Simpson appointment to be New State Fire Marshal.Simpson has been serving as acting state fire marshal since December 2008 following the retirement of State Fire Marshal Nancy Orr.

Simpson began his fire service in 1977 as a volunteer firefighter in Ontario, Oregon. In 1978 he became an Emergency Medical Technician (EMT). He became a full-time firefighter/EMT in 1980 and worked through the ranks to becoming Ontario Fire Department's Fire Inspector in 1987 and Deputy Fire Chief / Hazardous Materials Response Team Coordinator in 1992. Randy served as Ontario's Fire Chief from 1997 to 2005 before taking the position of Chief Deputy State Fire Marshal.

The Oregon Office of State Fire Marshal employs a staff of 70, working in areas of community education, emergency planning and response, fire & life safety, inspection, investigation, fire code administration, licensing, permitting, and data gathering and analysis in furthering its mission to protect citizens, their property and the environment from fires and hazardous materials.
