Operation Trucker Check 17" at Ashland Port of Entry

The 17th interagency operation focusing on removing impaired truck drivers and unsafe commercial vehicles from Oregon's roads is currently underway at the Interstate 5 Ashland Port of Entry. "Operation Trucker Check", a 48-hour interagency operation, began at 12:01 a.m., September 22, and ends at 11:59 p.m., September 23, with police officers and truck inspectors working with Drug Recognition Evaluators (DRE) and K9 officers targeting operator impairment, vehicle safety, and potential criminal activity related to commercial vehicle operations.

First held in 1998 at the Ashland Port of Entry, "Operation Trucker Check" is a successful enforcement and inspection program that provides an ongoing look into commercial vehicle and driver safety. The around-the-clock operation involves a team of police officers and Oregon Department of Transportation (ODOT) commercial vehicle inspectors looking for driver impairment related to alcohol, drugs, or fatigue, and vehicle equipment safety. Trucker check operations have also previously been held at the Woodburn Port of Entry and in Klamath Falls, Ontario, and Cascade Locks.

The last "Operation Trucker Check" was held during a 72-hour period April 7 – 9, 2009 at the Interstate 5 Woodburn Port of Entry. A total of 463 commercial vehicles were inspected of which 53 (11.4%) were placed out-service for critical safety violations. Ninety-three (93) drivers were also placed out-of-service for assorted safety violations including excessive driving hours, log book deficiencies, and driver qualification issues. Officers and inspectors issued 42 motor carrier-related citations and 367 warnings. Five arrests were made for Driving Under the Influence of Intoxicants and four drivers were cited for Driving While Suspended.

"This program continues to be successful and is a blueprint for how others have developed similar trucker inspection programs in other parts of the country," said Sergeant Dave MacKenzie, who oversees the OSP Motor Carrier Enforcement Unit. "With the support of the Oregon Trucking Association, ODOT and participating police agencies, these unannounced safety inspections help get dangerous impaired drivers and unsafe vehicles off the road before something bad happens."

Sergeant MacKenzie pointed out the program's four goals for "Operation Trucker Check 17":

1) Identifying commercial vehicle driver and equipment violations, with an emphasis on out-of-service violations;
2) Detecting operator impairment by alcohol and/or substance abuse;
3) Detecting operator impairment by fatigue; and,
4) Detecting any criminal activity occurring in conjunction with commercial motor vehicle operations.

Oregon State Police (OSP) and ODOT will work toward these goals by conducting Level I, Level II, and Level III truck inspections to identify drivers impaired by fatigue or substances, compliance with federal hours of service regulations, and federal requirement for commercial motor vehicle safety equipment. Trained Drug Recognition Evaluators (DREs) from OSP and the following agencies will evaluate and identify drug or alcohol impaired drivers:

Ashland Police Department
Eugene Police Department
Corvallis Police Department
Medford Police Department

According to 2008 statistics provided by ODOT's Motor Carrier Transportation Division:

* 60,550 truck safety inspections were conducted in Oregon, down from 61,349 in 2007
* During inspections, critical safety violations were found in 28% of the vehicles and 19% of drivers
* Most common mechanical violation found during inspections continues to be brake-related
* Over 9,900 truck drivers were found during inspections falsifying or keeping inaccurate log books, a sharp rise from the more than 7,000 drivers caught in 2007 and more than 5,000 in 2006

ROGUE AREA INTERAGENCY DRUG TEAM INVESTIGATIONS

ROGUE AREA INTERAGENCY DRUG TEAM INVESTIGATIONS HELPING TO KEEP DRUGS OUT OF GRANTS PASS AREA
Posted: July 29th, 2009 3:43 PM

Two recent ongoing investigations by the interagency Rogue Area Drug Enforcement (RADE) team during the past few months have reached the point that the release of information will not affect the integrity of the investigations.

According to Oregon State Police (OSP) Sergeant Jim Johnson, the first mentioned investigation involved RADE detectives and Immigration and Customs Enforcement (ICE) agents that recently led to the arrest of two people for numerous drug related charges in the Grants Pass area. Two others were also lodged on unrelated offenses.

On July 8, 2009, at approximately 9:30 a.m. investigators followed up on a tip and contacted ALFREDO AZAMAR, age 44, after he got off a commercial bus line and made contact with another person identified as SAUL BAHENA-RODRIGUEZ, age 46, at a Grants Pass Parkway market. During the subsequent investigation related to the tip AZAMAR told investigators he was carrying a bag containing bread. Further inspection revealed the bag actually contained two ounces of cocaine intermingled with the pastries. His backpack also had approximately one pound of methamphetamine concealed within a pair of jeans.

Subsequent investigative efforts led to the service of a search warrant at AZAMAR's residence at 1621 Medart Lane in Grants Pass. Detectives seized over $6,000 cash, a .38 caliber firearm, scales, packaging material, and other evidence. AZAMAR was arrested and lodged in the Josephine County Jail on the following charges:

* Unlawful Possession of Cocaine
* Unlawful Delivery of Cocaine
* Unlawful Manufacturing of Cocaine
* Unlawful Possession of Methamphetamine
* Unlawful Delivery of Methamphetamine
* Unlawful Manufacturing of Methamphetamine
* ICE hold

BAHENA-RODRIGUEZ was also arrested and lodged in the Josephine County Jail on the following charges:

* Unlawful Possession of Cocaine
* Unlawful Delivery of Cocaine
* Unlawful Possession of Methamphetamine
* Unlawful Delivery of Methamphetamine
* ICE hold

Two other men, ages 41 and 47, contacted during the investigation were detained by ICE agents on unlawful immigration-related offenses.

"During this interagency investigation, Grants Pass Department of Public Safety detectives provided invaluable support," said Johnson. "The end result was another example of how agencies working together can keep drugs from reaching into our communities."

In the second case, RADE detectives arrested one person on drug-related charges and two counts of Endangering the Welfare of a Minor.

Johnson said the second case was prompted by the June 10th arrest of LAURA J. BERRY, age 38, by a GPDPS patrolman on methamphetamine-related charges. At the time, BERRY was in possession of six (6) 1/8 oz. packets of methamphetamine. On June 15, 2009, RADE and Grants Pass Department of Public Safety (GPDPS) detectives served a search warrant at BERRY'S residence located at 4165 Granite Hill Road.

While executing the search warrant detectives seized $2,750.00 cash, scales, packaging material, methamphetamine, drug paraphernalia, and other evidence. At the time, BERRY was home with her children when the warrant was served. She was arrested a second time on June 15th and lodged at the Josephine County Jail on the following charges:

* Unlawful Possession of Methamphetamine
* Unlawful Delivery of Methamphetamine
* Unlawful Manufacturing of Methamphetamine
* Two counts of Endangering the Welfare of a Minor

Anyone with information regarding suspicious drug activity or marijuana growing operations is encouraged to call the RADE tip line at (541) 955-6970.

The interagency narcotics RADE team is comprised of personnel from the Grants Pass Department of Public Safety, Oregon State Police, Josephine County Sheriff's Office, Josephine County District Attorney's Office, and the Josephine County Community Corrections.

FATAL TRAFFIC CRASH INVOLVING WRONG WAY DRIVER - INTERSTATE 5 SOUTH OF GRANTS PASS

A report of a wrong way driver Tuesday night on Interstate 5 near Grants Pass turned into a four vehicle crash that left one man dead and the wrong way driver seriously injured. The crash, which occurred in the northbound lanes south of Grants Pass, resulted in the freeway being closed for approximately 2 hours. Oregon State Police (OSP) troopers are continuing the investigation.

According to OSP Sergeant Jeff Fitzgerald, on June 30, 2009 at approximately 11:37 p.m. the OSP Southern Command Center (SCC) dispatch started receiving reports of a wrong way driver on Interstate 5 near milepost 58 southbound in the northbound lanes. One of the citizen reports stated the vehicle pulled over near milepost 54 before continuing southbound again. OSP troopers from the Grants Pass worksite responded in an attempt to locate the wrong way vehicle.

At approximately 11:42 p.m. a trooper observed vehicles crashed in the northbound lanes near milepost 53. Upon arriving at the scene troopers found the wrong way vehicle and three other vehicles that had been involved in a crash.

The preliminary investigation indicates a gray 1989 Toyota 4x4 pick-up driven by MALCOLM HENRY ARMSTRONG, age 81, from Days Creek, was traveling southbound in the northbound lanes near milepost 53 when it sideswiped a 2002 Dodge pickup driven by NICHOLAS KING, age 18, from Grants Pass. Injury Commercial Truck Crash - Interstate 5 near Grants Pass

The driver of commercial truck and his two passengers received minor injuries after a wild ride off of Interstate 5 near Grants Pass. The truck, which was struck by an out of control vehicle entering the freeway, rolled onto its side and crashed through a guardrail into several trees.

On June 4, 2009, at approximately 11:25 a.m. a 1989 Toyota Supra driven by Lynn Scott Tison-Elston, age 51 from Grants Pass, was attempting to enter the northbound lanes of Interstate 5 when she accelerated too fast and lost control on the corner prior to the merging lane. The car started to spin on the wet roadway and entered the freeway crossing into the lanes of travel. A commercial truck in the right lane observed the out of control car and was able to apply its brakes, missing the Toyota. The car continued across the right lane striking a 2004 Kenworth truck driven by Osvaldo Prado, age 31, from Tustin, California, traveling in the left lane.

After the collision, the Toyota spun back into the right lane of travel and came to rest in the northbound merging lane. The Kenworth crossed over the right lane and shoulder of the freeway before crashing through approximately 108 feet of guardrail. The Kenworth flipped onto its driver's side and continued down the embankment crashing through several trees before coming to rest prior to the roadway below. The Kenworth received major damage to both the cab and trailer which was hauling plastic storage containers.

Tison-Elston was able to exit her vehicle and was uninjured.

Prado received minor injuries and was transported to Three Rivers Community Hospital where he was treated and released. Right front passenger Mayra Angelica Hernandez, age 21, from Tustin, was also transported for minor injuries. Owen Ubaldo Prada, age 1, from Tustin, had been in the Kenworth's sleeper berth area and only received minor injuries despite the roof of the sleeper berth being ripped away during the crash.

The crash caused merging traffic to be diverted into the right lane of Interstate 5 while trees and debris were cleared for the vehicle's removal. The overturned trailer had to be unloaded by hand and into another trailer provided by Caveman Towing.

Tison-Elston was cited for Careless Driving in a posted construction zone.

Troopers from the Grants Pass Worksite were assisted on scene by ODOT, Grants Pass Department of Public Safety, American Medical Response, as well as the local construction crew who aided in the removal of construction materials so that the truck could be removed.

CHECK JACKSON COUNTY-AREA BOAT RAMPS

OSP AND ODFW CHECK JACKSON COUNTY-AREA BOAT RAMPS TO SPREAD THE WORD ABOUT INTRODUCING INVASIVE SPECIES IN WATERWAYS

Oregon State Police (OSP) Fish & Wildlife Division and Oregon Department of Fish & Wildlife (ODFW) conducted boat ramp checks at various Jackson County-area lakes this Memorial Day holiday weekend to detect and prevent invasive non-native aquatic species from being introduced into waterways in the Rogue River valley. The partnership effort, led by OSP Senior Trooper Jim Collom, is part of a cooperative enforcement plan throughout the summer with ODFW to help provide information about the invasive species' potential harm and the consequences of bringing live fish in or out of the waterways.

The first area ramp checks started Saturday, May 23rd, when Senior Trooper Collom and ODFW's Assistance District Fish Biologist David Haight checked boats and boat trailers at ramps at Lost Creek Lake, Takelma, and Joseph Stewart State Park. They checked anglers at Stewart and Takelma ramps to ensure there were no live fish being used as bait. They also looked at boats and trailers to ensure there were no invasive species attached such as mussels or aquatic plants that may have come from other water bodies.

Senior Trooper Collom estimated they talked to about 40 boaters and at least the same number of anglers at the boat ramps, detecting only boat violations for which warnings were issued. Boaters were given information about the potential harm with invasive species, the consequences of bringing in live fish or bringing out live fish, and the various forms of invasive species including Zebra muscles, mudsnails and Hydrilla.

For more information about what you can do to help ensure our waters are not invaded by unwanted aquatic species you can contact Senior Trooper Jim Collom at OSP's Central Point office at (541) 776-6114 ext 392.

Goliath Dead

Oregon State Police (OSP) Fish & Wildlife Division investigation into the killing of a trophy class Blacktail deer buck in the Grants Pass area led to wildlife-related charges against a Grants Pass man.

On November 21, 2008, OSP Senior Trooper Brad Bennett started an investigation into the circumstances that "Goliath", a well-known trophy class 6x8 point Blacktail deer known to roam during the last 5 years in the Applegate unit near Grants Pass, was illegally killed. An anonymous tip that the deer's antlers were at a local taxidermist shop helped start the investigation.

The follow-up investigation led OSP Fish & Wildlife troopers to contact the taxidermist and seize the antlers. The investigation alleges "Goliath", who was known to visit and graze in the backyards of local residents, was killed around November 15th by an archery hunter. A search warrant was served at the suspect's Grants Pass residence on May 11th where additional evidence was seized pursuant to the investigation.

The suspect, JOHN JOSEPH COSTELLO, age 54, was cited by Senior Trooper Bennett to appear in Josephine County Circuit Court on the following wildlife offenses:

* Unlawful Taking Blacktail Deer
* Unlawful Hunting – Prohibited Method
* No Valid Deer Tag

Anyone with additional information to assist in this investigation is asked to contact Senior Trooper Bennett at (541) 955-6374.

OSP Traffic Stop Unexpectedly Leads to Generous Donation to Local Food Bank

A speed-related traffic stop Saturday morning east of The Dalles unexpectedly will help several local needy families because of a generous offer by the commercial truck driver to donate approximately 450 lbs. of pork loin that he needed to dispose of before it went to waste.

On April 11, 2009 at 8:15 a.m. Oregon State Police Senior Trooper Thad Routson and Recruit Trooper Matt Zistel stopped a commercial truck for a speed violation eastbound on Interstate 84 about seven miles east of The Dalles. The two troopers, who are based out of The Dalles Area Command office, completed a commercial truck inspection and warned the driver for speeding. The driver then told them that he had five boxes of pork loin that he needed to dispose of before picking up his next load. The boxes contained meat that had been damaged during unloading and the company he was delivering to refused to take the product.

Senior Trooper Routson contacted Windy River Gleaners in The Dalles to determine if there was a local need for the meat. The owner of Larry Beckett Trucking out of Wiley, Colorado was also contacted and gave his permission to donate the meat to a local food bank.

A driver from Windy River Gleaners responded to the location and took possession of the product. According to Marion Shrader of Windy River Gleaners, the 450 pounds of pork loin has already been packaged for disbursement to local needy families.

Breakfast Burrito

Photograph Source: ODOT and Oregon State Police
Reaching for a Breakfast burrito' was blamed by a commercial truck driver as the reason for losing control on Interstate 5 south of Wolf Creek and overturning, spilling a load of joists across the freeway.

According to
Oregon State Police Senior Trooper Ken Snook, on April 6, 2009 at approximately 11:26 a.m. a 2003 Kenworth truck pulling a trailer loaded with 60-foot "BCI Joists" operated by BRADLEY LAVERN RUONAVAARA, age 62, from Murphy, Oregon was northbound on Interstate 5 near milepost 74 entering a right curve. RUONAVAARA reportedly reached down for a 瀎reakfast burrito' and drifted toward the center line. He tried to correct his line of travel and lost control, causing the load to shift and the truck and trailer to overturn.

The overturned truck came to rest across the right northbound lane and shoulder. The overturned trailer and spilled load blocked both northbound lanes and the southbound lanes.

With the help of several citizens, the southbound lanes were cleared of debris to allow for the lanes to be re-opened.

The northbound lanes were closed intermittently throughout the afternoon for recovery efforts.

RUONAVAARA was transported by Rural Metro ambulance to Three Rivers Community Hospital for treatment of non-life threatening injuries. He was cited by Oregon State Police for Violation of the Basic Rule.

ODOT, Wolf Creek Fire Department and Caveman Towing responded and assisted at the scene.
